Shri Umesh Tiwary of Toko Roko Thoko Krantikari morcha, an affiliate of NAPM in Sidhi District has been arrested today along with 21 more people in Sidhi District today while protesting against illegal transfer of 500 acres of dense forest to Jaypee Cements. NAPM condemns this and demands an immediate release of arrested activists and cancel the forest diversion of land.

अनिश्चितकालीन अनशन के तीसरे दिन उमेश तिवारी हुए गिरफ्तार।

कैमूर बचाओ आन्दोलन के दमन के प्रयास के खिलाफ सैकड़ो समर्थकों ने थाना घेरा।

टोको रोको ठोको क्रान्तिकारी मोर्चा के आयोजकत्व में मध्य प्रदेश के सीधी और सतना जिले की जनता इलाके भर में फैले इुए कैमूर पहाड़ की श्रृंखला और जंगल को जे0पी0 एसोसिएट को अवैध तरीके से दिये जाने के खिलाफ आन्दोलनरत है। मोर्चा के संयोजक श्री उमेश तिवारी दिनांक 27 सितम्बर 2013 से सरकार के इस फैसले के खिलाफ अनिश्चितकालीन अनशन पर बैठे हैं। आज तीसरे दिन दिनांक 30 सितम्बर 2013 को सीधी जिले के रामपुर थाने की पिपराव चौकी  की पुलिस ने आज उस वक्त श्री तिवारी को उनके समर्थकों के साथ गिरफ्तार कर लिया जब वे सभी ‘‘जन जोड़ो कैमूर बचाओ पदयात्रा’’ के माध्यम से नजदीकी गांवों का भ्रमण कर रहे थे।

ज्ञात हों की सीधी जिले में कैमूर पहाड़ की 306 एकड़ भूमि और सतना जिले की 200 एकड़ भूमि, जो कि प्राकृतिक जंगल से परिपूर्ण है, को केन्द्र सरकार और राज्य सरकार द्वारा आपसी मिली-भगत से सिमेंट बनाने हेतू चूना पत्थर के खनन के लिए जे0पी0 एशोसिएट को हस्तांतरित कर दिया गया है। ऐसे हस्तांतरण के पूर्व अनिवार्य रूप से की जाने वाली कानूनी कार्यवाहियों की आपराधिक अनदेखी की गई है।  मोर्चा के संयोजक श्री उमेश तिवारी का कहना है कि कंपनी के हित में न तो किसी प्रकार की जन सुनवाई की गई ना ही ग्राम सभा से अनूमति  ली गई। उन्होने कहा कि रूपयों के बल पर फर्जी ग्राम सभा दिखाते हुए पुरी जमीन का हस्तांतरण हुआ है। सच्चाई यह है कि यह जंगल न केवल स्थानीय लाखो रहवासियों के जीवन का आधार है बल्कि कई प्रकार के लूप्तप्राय जंगली जानवरों का निवास स्थान भी है जिसे अनदेखा किया गया।

क्रान्तिकारी मोर्चा के नेतृत्व में सर्वप्रथम 17 अगस्त 2013 को सैकड़ों लोगों ने प्रदर्शन किया था जिसपर स्थानीय प्रशासन ने अगले आदेश तक कम्पनी को जंगल काटने व पहाड़ के खनन कार्य से रोक दिया था। तथा 20 अगस्त को सभी पक्षों को वार्ता हेतु आमंत्रित किया गया था। उक्त वार्ता में प्रशासन ने जल्द ही ग्राम सभा बुलाने का आश्वासन दिया था। किन्तु विगत दिनो कम्पनी के द्वारा पुनः कटाई एवं उत्खनन कार्य आरम्भ कर दिया गया। प्रशासनिक नाकामी और जे0पी0 एशोसिएट की गुण्डागर्दी के खिलाफ 27 सितम्बर 2013 को पूनः आन्दोलन शुरू हुआ और अपने समर्थकों के साथ श्री तिवारी ने अनिश्चितकालीन अनशन शुरू कर दिया। यह गिरफ्तारी इन्ही संदर्भो में हुई है। प्रशासन ने दुबारा आन्दोलन ना करने की शर्त पर रिहाई का प्रस्ताव दिया था जिसे मोर्चा ने खारिज कर दिया है। खबर लिखे जाने तक पुलिस मोर्चा के सदस्यों को पिपराव चौकी से निकाल कर जेल भेजने की जद्दोजहद कर रही थी किन्तु आन्दोलन के समर्थन में जुटे सैकड़ो आन्दोलनकारियों ने चैकी घेर कर आवागमन बाधित कर रखा है।

श्री तिवारी ने राज्य व केन्द्र सरकार की तिव्र निन्दा करते हुए कहा ‘‘देश ने राजशाही और अंग्रेजों की गुलामी झेली है और लड़कर उन्हें भगाया भी है। किन्तु पूंजीपतियों के सामने हमारी सरकार ने घुटने टेक दिये हैं’’।  इस पूरे घटनाक्रम का सबसे हास्यास्पद पहलू यह है कि जिस रामपुर थाने की पिपराव चैकी के पुलिस कर्मियों ने यह कार्यवाही की है उस चौकी में पदस्थापित सभी कर्मचारियों, अधिकारियों का वेतन, खान पान व अन्य सुविधाएं मध्य प्रदेश सरकार की सहमति से जे0पी0 एशोसिएट द्वारा वहन किया जाता है। ऐसे में, प्रशासन किसका मुखापेक्षी है यह समझना मुश्किल नहीं।

Here is good news on the front of Wang Marathwadi Dam affected Action Committee(WMDAAC), Teh. Patan, Dist. Satara, Maharashtra

Government of Maharashtra has finally agreed for demands of WMDAAC and have issued a letter to the committee about it. An indefinite fast by Suniti S. R., National convener of NAPM along with three members of WMDAAC Kamal Mohite, Balkrushna Patil, Dilip Kadam was withdrawn after 9 days. That was started on 21st September.  An indefinite Dharna started from 17th September with 24 hours Relay fast by activists at the office of collector of Satara thus ended with a victory.

It is a rare victory in history of struggles of Dam affected people.
Gorge of the dam was filled illegally, that resulted in to flooding of lands in the submergence area. WMDAAC demanded compensation for the loss of crops as they could get any produce since last three years. The demand for the compensation of the loss was raised. After 27 days long Jalsatyagrah and a row of agitations Rehabilitation minister agreed but did not gave any orders of compensation. Minister of Water resources also did the same with the WMDAAC.

Yesterday a meeting took place where both these ministers and Medha Patkar with representatives of WMDAAC discussed number of related issues. The issues of sustenance allowance - that was not given to since 2003 and the issue of non payment of interest on 65% money paid for land compensation that was held by the government of Maharashtra since 2008,  were accepted,and the amounts will be paid soon. Government needs to pay these amounts till the PAPs are totally rehabilitated.

The main issue was with Compensation of loss of crops due to filing of gauge with improper considerations. With a follow up of more than 2 years the proposal of Compensation was forwarded by the minister of   Rehabilitation on 22 August 2013 that was finally accepted by the Krishna Valley Development Corporation (KVDC) and the amount of Rupees 3 crore 86 lakhs will be sanctioned as "a special case". This is an historical decision.

Secondly, the issue of rehabilitation was also in the agenda. 
Government of Maharashtra has a R&R policy. In most of the dams a large number of PAPs did not get complete rehabilitation. Eventually they return back to the valley and stay on the top hills in the submergence area. They do not get any formal recognition by the state. They live there as if they are "refugees". Many multimillionaires along with developing corporations, with the blessings or sometimes direct involvement of some politicians get these lands at throw away prices. They build new cities like LAVASA in the valleys and make a lot of money. These are the same portions of land where PAPs live 'illegally'. 

In case of most of the Dams government is always in 'short of land' for rehabilitation in command area. So all of the PAPs do not get rehabilitation as stated in the rehabilitation laws.Wang Marathwadi is no exception. The in-charge officers accept that they do not have sufficient land to allot to the PAPs. So WMDAAC put an alternative plan of R&R in the Wang valley on the land that will not be submerged for villages Umarkanchan and Mendh. This may be the first time when the PAPs came forward with an alternate plan. The idea itself is a new one and the government machinery is not familiar to an idea. In a democratic society the government machinery should well come participation of public. That they do in Public-Private-Projects where mostly 'Private' means a commercial company. But in the case of Wang Marathwadi the government of Maharashtra has finally accepted the 'new way' of peoples participation in the process. The Maharashtra government has shown its readyness in this respect. Of course that is a beginning . It is achieved with the struggle of WMDAAC.

These are the main achievements of the action of WMDAAC and the response of Government of Maharashtra.

After receiving a letter 9 day long fast was withdrawn with a glass of orange juice. Environmental activist Vishwambhar Chaudhary, Leelabai Margale from Mose Khore Bachao sangharsh samiti, Madhui Wariyat of Ghar Banao Ghar Bachao Andola from Mumbai, NAPM Maharashtra convener Suhastai Kolhekar, West Maharashtra convener of NAPM Prasad Bagve, Eminent social worker Purushottam Sheth were present.

Suneel Mohite - president, Sunita Kanse - vice-president, Jitendra Patil - working prsident, Pratap Mohite - secretory, joint secretories Ganpat Pawar, Manchan Pawar, Kashinath Mohite, Hanmant Bharmal, DHondiram Marathe, Shalan Patil, expressed their thank to all who contributed in various form to the cause and thousands of those who helped directly or indirectly.

Sunit S R - expressed her feelings for the victory and said that the fast is over but not the action now as we have taken the challenge and responsibility of developing our own village.
